Fixed an error that could cause compacted conversation history to become unavailable during subsequent agent steps and implementation passes.

Agent mode now retains earlier decisions, instructions, Explorer findings, and completed work during longer tasks, including when compaction occurs mid-turn or a run is interrupted.
